CERTIFICATION OF WITNESS <br />STATE OF MINNESOTA ) <br />)ss. <br />COUNTY OF RAMSEY ) <br />I, <br />Attachment C <br />being duly sworn, hereby confirm the following: <br />1. I reside at in the City of and <br />County of in the State of Minnesota. <br />2. I witnessed the execution of the foregoing agreement by the Seller. <br />3. I was not personally involved in the acquisition by the City of Roseville of the <br />Property from the Seller. <br />4. I did observe , representative of the Buyer, whose <br />address is , explain the <br />contents of the foregoing Waiver of Relocation Benefits to the Seller. The explanation <br />was conducted in an understandable manner. The Seller appeared to understand the <br />terms and condition of the foregoing agreement. <br />5. No express or implied threats of taking the Property by eminent domain were <br />made by the Buyer or its representatives to the Seller. Nor, to my knowledge, were any <br />other threats made by the Buyer, or its representatives throughout the entire process of <br />acquiring the Property that were intended to induce the Seller to waive their relocation <br />assistance or benefits. <br />6.
