Department Approval <br />° � <br />Item Description: <br />1.O BACKGROUND <br />l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 10/26/2009 <br />Item No.: 12.f <br />City Manager Approval <br />Selection of consultant to complete Roseville's Zoning Ordinance re-write. <br />1.1 In July 2009, the Planning Staff reviewed material from eight firms responding to the City's <br />Request For Qualitications (RFQ) to re-write the Roseville Zoning Code. Through a ranking <br />process, the Planning Staff determined that five of the eight met the criteria for further <br />consideration. <br />1.2 On August 26, 2009, the Planning Division sent out five Request for Proposal (RFP) packages <br />to Sonestroo, The Cuningham Group, Hoisington Koegler Group, Inc. (HKGI), Sanders, <br />Wacker and Sergly, Inc. (SWS), and Short, Elliot Henderson, Inc. (SEH). <br />1.3 In September 2009, the Planning Staff inet to review the proposals of the five teams. Prior to the <br />meeting, individuals were asked to rank each proposal on five criteria: understanding and <br />knowledge of Roseville, understanding of alternative codes, organization of process and staff <br />involvement, public participation, and experience and expertise of proposed project team (a <br />copy of the rankings worksheet is attached and staff also noted the overall quality of the <br />submittal). Sased on these rankings, staff discussed the strengths and weaknesses of each <br />team's proposal. <br />1.4 Sased on the cumulative results of staff's rankings and the quality of the submittals, Sonestroo, <br />The Cuningham Group and HKGI were asked to participate in an interview process to answer <br />specific questions about their proposals. <br />1.5 On October 6 and 8, 2009, the Planning Division interviewed the three consultant teams to <br />further determine which firm was best suited to complete Roseville's Zoning Ordinance re- <br />write. To assist staff with the interview process, a list of standard questions was prepared to <br />further vet each firm's proposed public participation process, utilization of City staff, <br />qualifications/roles of each team member, and their ability to complete the project on time and <br />on budget. <br />1.6 On October 9, 2009, the Planning Division met to discuss the interview process. Sased on the <br />proposals submitted, rankings, and interviews, the Cuningham Group emerged as the firm most <br />knowledgeable and capable of creating a zoning code that addresses the goals and objectives <br />articulated in Roseville's adopted 2030 Comprehensive Plan. While the other two consultants <br />are also very qualified to undertake the re-write process, the Cunningham Group's proposal <br />stood out for its public engagement component and the firm's understanding and ability to <br />design alternative zoning ordinances. <br />Page 1 of 2 <br />
