1.7 The Cuningham Group's proposal includes: an initial staff work session to identify issues, <br />discuss options for document organization, and planning of community workshops; a meeting <br />with the Planning Commission to review the schedule, public engagement and discuss <br />issues/concerns with current code; a public participation process including three community <br />workshops — the first to explore the relationships between zoning and the built environment, the <br />second to review the organization of the code and applicability of zoning districts, and the third <br />to provide to review draft code and maps. The code drafting process relies heavily on the <br />Planning Staff, Planning Commission and consultant Suzanne Rhees, who has extensive <br />knowledge in creating form-based and hybrid zoning ordinances, including work in Madison, <br />Wisconsin and Saint Paul and Golden Valley, Minnesota. <br />1.8 As part of their proposal, The Cuningham Group also conducted background analysis of the <br />current Roseville Zoning Ordinance and tied this analysis to thoughts and options for staff to <br />consider. <br />1.9 A new code will help achieve the goals and objectives of the 2030 Comprehensive Plan as well <br />as eliminating the complexities, confusion and outdated references and requirements in the <br />existing code. The Cuningham Group is well qualified to assist the City in creating a clear, <br />concise, and user friendly ordinance. <br />2.O STAFF RECOMMENDATION <br />Sased on the analysis completed, rankings and interviews, the Planning Staff recommends to <br />the City Council that the Cuningham Group be approved for completing the Roseville Zoning <br />Ordinance re-write. <br />3.O REQUESTED CITY COUNCIL ACTION <br />Sy motion, approve the Cuningham Group as the consultant to complete the zoning ordinance <br />re-write and direct staff to negotiate the contract to be approved by the City Council in <br />November. <br />Prepared by: Thomas Paschke, City Planner <br />Attachments: A.
