C. Scope of Service <br />Scope of Services <br />CUNINGHAM <br />G R O U P <br />The overall Scope of Work as outlined in the RFP is defined in more detail below. Much <br />-e��r <br />of the project work will take place in a series of staff-consultant work sessions. These <br />�.��������*���,��� ' i�� - sessions, generally lasting half a day, will help us identify issues, format and content of <br />� a.� � the new code in a focused time frame. These sessions would not be our only meetings <br />�ii�i�i*�is� �i�f r .i�:l :�� <br />-- - -- --- �..,..-.��;� - with staff - we anricipate meetings or conference calls on a regular basis - but these <br />would function as key points in the process. <br />� � � <br />��y �_ ' �,^� <br />�= - � � <br />The Planning Commission will serve as the primary review body for the zoning <br />code update. Given the project's relatively short time frame, it will be important for <br />the Commission to dedicate several uninterrupted meetings to the review process; <br />our schedule includes five Planning Commission meetings. In addition to the three <br />community workshops, another potenrial outreach method would be focus groups with <br />stakeholders such as neighborhood or business associarions, realtors or developers. In <br />our zoning work, we have found tl�at small meetings of this type frequently result in <br />more effecrive participation than large community meetings. <br />A. Zoning Code Review and Issue Identification. <br />As part of the preparation of this proposal we have already prepared an initial review of <br />the existing code and planning documents (see enclosed Attachment). This inirial review <br />is to be supplemented by: <br />• Staff Work Session L Identify issues, background information, discuss options for <br />code organization; plan community workshop 1. <br />• Planning Commission Meeting 1: Overview of project schedule; discuss issues <br />and problems with exisring code; discuss outreach by Planning Commission to <br />constituents; encourage participarion at community workshop 1 <br />Community Workshop 1: Zoning 101 - Discuss the existing zoning pattern, how <br />it works today, and how it does or does not match the comprehensive plan and other <br />plans and policies. Further refine issues or problems with the existing code. Use <br />case studies and design exercises to idenrify "exemplary places" or developments <br />tl�at should be used as precedents for the new code. <br />Cuningham Group Responsibility: Provide outline examples, ordinance examples; <br />agenda for community workshop. Presentproject overview to Planning Commission; <br />facilitate discussion. Work with staff to facilitate community workshop. <br />Staff Responsibility: Background materials for discussion (variances, etc.), <br />background material for Planning Commission meeting; community workshop <br />planning, organizafion and summary of results. <br />B. Determination of Districts, Format and Organization of Code <br />Information gained during Task A will be used to develop several oprions for districts, <br />format and organizarion of code (refer to enclosed Attachment for an initial idea of <br />format). <br />• Staff Work Session 2: Review options; select preferred format and organizarion, <br />develop inirial "menu" of districts for further discussion; plan community workshop 2 <br />• Planning Commission Meeting 2: Discussion of code options and districts <br />
