Discuss potenrial applicability of districts to "exemplary places" and other development sites within the City. • Potential focus groups facilitated by staff, with Cuningl�am Group assistance in developing presentation and quesrions. Cuningham Group Responsibility: Develop opfions for disfricts, format and organizafion of code. Present to staff, Planning Commission. Develop presentafion materials for Community Workshop 2; assist with facilitafion. Develop presentafion materials and quesfions for focus groups. Staff Responsibility: Organize Planning Commission meefing, Community Workshop 2 and potenfial focus groups. Summarize discussions at meefings. ��„�.�- C. Code Drafting Process �'`�� - The drafting process will involve two work sessions with staff and 2-3 Planning Commission meetings facilitated by staff. The drafting process will begin prior to Community Meering 2(see schedule), focusing on those parts of the code that will need reorganization and revisions. New districts will be addressed following Community Meeting 2. We understand that City staff will play a significant role in code drafting. Workshops with staff will establish the framework and parameters of each district, code format and style sheets. We will take the lead in developing the form-based elements of the code, including the mixed-use districts, design standards in other districts, and building form standards. The code drafting process will occur concurrently with review of drafts by the Planning Commission — i.e., review of residential district drafts while mixed-use districts are being drafted. We suggest the following sequence of sections: • Residential districts • Mixed Use and Commercial districts • Employment and Special districts • General and Environmental Regulations • Supplemental Regulations; Building Form Standards • Administrative secrions • Synthesis of all secrions During the drafting process, we anticipate: • Staff Work Sessions 3 and 4, in addition to regular weekly meetings and/or briefings • Planning Commission Meetings 3, 4 and 5(Cuningham Group to attend one; remainder by staff; we may attend others if requested). Staff will take the lead in conducting mock plan reviews to field-test the draft code, and in presenring final draft documents to the Planning Commission and City Council. Cuningham Group Responsibility: Work with staff to establish code format and content,• develop Mixed Use Districts, Building Form standards and other urban form and design elements of the code. Review and suggest revisions to all drafts by City staff. Prepare summary materials for Planning Commission meetings, parficipate in one meefing (addifional meefings on a per-meefing basis).
