l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />�-. <br />Date: 10-26-09 <br />Item No.: 7.e <br />City Manager Approval <br />Item Description: Approve a One-Year Extension to an Agreement with Metro Transit for a <br />Park-and-Ride Facility at the Skating Center <br />BACKGROUND <br />Metro Transit has operated a Park-and-Ride Facility at the Skating Center south parking lot, <br />utilizing a m�imum of 50 spaces, since late 2006. An agreement was signed by both parties in <br />2006 for this joint use. The City Council has approved one year extensions to that agreement on <br />an annual basis since. The original agreement was for one year to allow Metro Transit time to <br />explore additional opportunities for new or expanded Park-and-Ride facilities in the Roseville <br />area (see Attachment A) . Metro Transit has indicated a need for this facility another year while <br />they are developing a ridership from their new Park N Ride facility in the Twin Lakes area. <br />The use of Park-and-Ride facilities has increased significantly in the past few years as energy <br />costs spiked. They continue to work toward a long-term solution for their facility needs in this <br />area. They estimate a need for 800 spaces to serve the Roseville area. The new ramp facility <br />under construction in the Twin Lakes area meets just over half of the future needs. Their <br />Rosedale agreement expires in 2011 which currently fills 375 spaces of need. <br />Metro Transit has requested a one-year extension to the existing agreement, allowing them to <br />utilize up to 50 spaces at the Skating Center. Skating Center staff feels the Metro Transit has <br />done a reasonable job policing their patrons and responding to city concerns. An Amendment <br />Agreement is attached that extends use until December 31, 2010 (see Attachment S). <br />POLICY OBJECTIVE <br />Staff has reviewed the impacts of the Park-and-Ride facility on city use and operations and <br />supports the extension of the agreement allowing use of up to 50 parking spaces at the Skating <br />Center. Roseville has a history of supporting transit alternatives for its residents and extending <br />this agreement continues that support. <br />REQUESTED COUNCIL ACTION <br />Motion to approve an amendment to the existing agreement between Metropolitan Council and <br />the City of Roseville for a 50-space Park and Ride facility at the Skating Center until December <br />31, 2010. <br />Prepared by: Duane Schwartz <br />Attachments: A: Park N Ride Agreement <br />B: Amendment No. 2 to Park N Ride Agreement <br />Page 1 of 1 <br />
