Roseville Human Rights Commission <br />Meeting Minutes -October 13, 2009 <br />Page 2 of 7 <br />1 Recording Secretary Stowell noted her recollection of the discussion concurred with that <br />2 of Member Grefenberg; however, her interpretation of the discussion was that Member <br />3 Grefenberg had retracted his previous interpretation and his statement, and her decision <br />4 to eliminate the entire discussion from the draft minutes. <br />6 City Attorney Scott Anderson, who was in attendance for an agenda item, was asked his• <br />7 legal opinion in meeting minutes and additions. <br />9 City Attorney Anderson addressed the legal parameters of meeting minutes and their two <br />10 formats: that of summarizing conversational points and issues during the discussion and <br />11 any related actions, and minutes that only summarized action items for historical <br />12 purposes. Mr. Anderson advised that it was not standard procedures that meeting <br />13 minutes provided an actual transcript of a discussion. Mr. Anderson echoed comments <br />14 expressed by some members that additional verbiage should not be added to meeting <br />15 minutes or any attempts to sanitize them. <br />16 <br />17 Member McKenzie expressed her concerns to Member Grefenberg of other issues he'd <br />18 previously brought forward that related to his perceptions of slights to other diversity <br />19 groups in the community. Member McKenzie assured Member Grefenberg and the entire <br />20 HRC that this was not the purpose of Human Rights, and the intent of the HRC was to <br />21 have everyone represented to work through differences and find areas of commonality as <br />22 a foundation upon which to build. Member McKenzie clarified that a representative of <br />23 Northwestern College had been included on the Forum Planning Committee and they had <br />24 contributed financially, but the representative had not been present at all of the planning <br />25 meetings. <br />26 <br />27 After further discussion, the ruling Chair Singleton was that Member Grefenberg's <br />28 recollection of the September 8, 2009 meeting discussion would be -included as part of <br />29 the record of tonight's meeting, but that it would not be made as an addition to the <br />30 meeting minutes of September 8, 2009. <br />31 <br />32 City Attorney Anderson concurred with the action of the Chair, noting that while <br />33 Member Grefenberg proposed amending the September 8, 2009 meeting minutes, the <br />34 proposed amendment was not formally adopted, but the suggested language was a part of <br />35 tonight's recorded discussion. <br />36 <br />37 Member Grefenberg accepted the suggestion of City Attorney Anderson and the ruling of <br />38 the Chair, while standing by his suggested language addition. <br />39 <br />40 Member Grefenberg moved, seconded by Member Yates, to approve the HRC meeting <br />41 minutes of September 8, 2009 as amended to include suggested revisions #1 and 2. <br />42 Motion carried: 4/0/2 (Kennedy and McKenzie) <br />43 <br />44 Chair Singleton advised that he would vote only to break a tie vote. <br />45 <br />
