Open Meeting Law and Electronic Communications Presentation by City Attorney
Scott Anderson
Chair Singleton welcomed City Attorney Scott Anderson to review the purpose and
practicalities of the City Council's recently-adopted "Policy on Council Members'
Electronic Communications," and as part of an effort to provide up-to-date
communication protocol for the City's advisory commissions.
Following Mr. Anderson's presentation, discussion included types of discussions of
members outside a formal meeting; clarification of the definition of a meeting or chance
social gatherings at it related to State Statute, Open Meeting Laws, and the Data Privacy
Act; and considerations related to various communications from work a-mail addresses.
Mr. Anderson suggested that in contacting other HRC members, members make it a
standard practice to include their staff liaison, Ms. Curti, in those e-mails to allow her to
determine those items that should be forwarded to all members.
V.
