Chair Singleton advised that the agenda would be amended to include public comment in Agenda Item VII entitled, "Other." III. Open Meeting Law and Electronic Communications Presentation by City Attorney Scott Anderson Chair Singleton welcomed City Attorney Scott Anderson to review the purpose and practicalities of the City Council's recently-adopted "Policy on Council Members' Electronic Communications," and as part of an effort to provide up-to-date communication protocol for the City's advisory commissions. Following Mr. Anderson's presentation, discussion included types of discussions of members outside a formal meeting; clarification of the definition of a meeting or chance social gatherings at it related to State Statute, Open Meeting Laws, and the Data Privacy Act; and considerations related to various communications from work a-mail addresses. Mr. Anderson suggested that in contacting other HRC members, members make it a standard practice to include their staff liaison, Ms. Curti, in those e-mails to allow her to determine those items that should be forwarded to all members. V. November 7 Commission Training Ms. Curti advised that training was scheduled for Saturday, November 7, 2009 from 9:00 a.m. to Noon at the Nature Center, with refreshments available one-half hour prior to the meeting. Ms. Curti noted that additional discussion will be held at the regular November HRC meeting. VI. Human Rights Day Attendance Ms. Curti referenced information included in tonight's meeting materials related to funding from the Bremer Foundation for Commissioner attendance at the annual Minnesota Human Rights Day conference on December 4, 2009. Ms. Curti encouraged members to sign up and attend the conference; and noted stipulations for their attendance at one mandatory session from those electives offered. Ms. Curti advised that both she and Member McKenzie had additional information and offered to contact the State League Human Rights Commissions for HRC member registration information. VII. Other Chair Singleton opened the meeting for public comment at this time. Public Comment, Mr. Scott Ritchie, 91 Mid Oaks Lane Mr. Ritchie referenced the recent flyer prepared and distributed by the HRC for announcing the upcoming Diversity Forum and promoting the event and the City of Roseville as a welcoming community.
