Regular City Council Meeting <br />Monday, October 26, 2009 <br />Page 8 <br />Finance Director Chris Miller summarized the Request for Council Action dated <br />October 26, 2009 for application of an On-Sale 3.2% Malt Liquor and Wine Li- <br />cense for Noodles & Company located at 1655 County Road B-2. <br />The applicant was present at tonight's meeting. <br />Mayor Klausing opened and closed the Public Hearing at 7:15 p.m. to receive <br />public comment on the proposed application; with no one appearing to speak. <br />12. Business Items (Action Items) <br />a. Consider the On-Sale 3.2% Malt Liquor and Wine License Application for <br />Noodles & Company located at 1655 County Road B-2 <br />Klausing moved, Ihlan seconded, approval of the application of an On-Sale 3.2% <br />Malt Liquor and Wine License for Noodles & Company located at 1655 County <br />Road B-2. <br />Roll Call <br />Ayes: Ihlan; Roe; Johnson; Pust; and Klausing. <br />Nays: None. <br />10. Presentations <br />b. 2010 Budget Prioritization Process <br />Finance Director Chris Miller provided materials in the form of up-to-date priori- <br />tization matrixes that provided individual and composite rankings for Council- <br />members. Mr. Miller noted staff observations that additional information was <br />needed for Councilmembers from staff and further refinement on a majority of <br />those items falling in the "unfunded" category in the initial ranking, many of <br />which are comprised of multiple and varied components compiled in the "other" <br />category, but necessary to the day-to-day operations of the City and not necessar- <br />ily representing significant cost savings. Mr. Miller again noted that this new <br />budget process was a learning experience for staff as well as Councilmembers and <br />the public. <br />Mr. Miller noted, in this first ranking iteration, those items with a composite score <br />of two or less remained unfunded, and recommended tonight's focus be on those <br />programs and services to determine if that was the intent of the City Council, or <br />what additional information staff needed to provide for their reconsideration. As <br />an example, Mr. Miller noted that "Lost State Aid" ranked in that unfunded list, <br />and suggested that the City Council may benefit from additional dialogue; as well <br />as reviewing various differentials in the rankings in order to achieve more preci- <br />sion in the next iteration. <br />
