Regular City Council Meeting <br />Monday, October 26, 2009 <br />Page 7 <br />not approached the property owner with a suggestion for IUP rather than CU, but <br />offered to do so at the direction of the City Council. <br />Discussion ensued related to outdoor storage as a permitted use as a Conditional <br />Use on the parcel; timing of future redevelopment; consistencies with the Com- <br />prehensive Plan; IUP versus permanent CU related to short and long-term prop- <br />erty rights; and future rezoning inconsistencies and non-conforming parcels as the <br />rezoning is done to conform to the Comprehensive Plan, not unique to the Twin <br />Lakes area. <br />Councilmember Pust concurred with Councilmember Ihlan's concern that by tak- <br />ing this action the City Council may be creating rights that the City Council <br />would prefer to limit based on future redevelopment intent. <br />Mr. Trudgeon advised that the 60 day review period expired on November 10, <br />2009, but could be extended at the November 9, 2009 meeting at the City Coun- <br />cil's direction. <br />Councilmember Johnson expressed weather-related impacts to the property owner <br />with extending the review period and outdoor storage of the boats and impacts to <br />owners of those boats in relocating them. <br />Staff was directed to return to the applicant to discuss an Interim Use for a period <br />of up to five years to continue their current outdoor storage operation. <br />Councilmember Roe requested that staff provide the City Council, for their deci- <br />sion-making process, with a history of similar types of requests over the last few <br />years and steps taken to achieve consistency. Councilmember Roe opined that he <br />was leaning toward an Interim Use. <br />Roe moved, Klausing seconded tabling action on this request until the November <br />9, 2009 regular City Council meeting. <br />Roll Call <br />Ayes: Ihlan; Roe; Johnson; Pust; and Klausing. <br />Nays: None. <br />9.
