If imposed <br />on an alternative method as specified in the association's bylaws or declarations, <br />the City Council must make a finding that the alternative method is more fair and <br />reasonable than either tax capacity or square footage." <br />Councilmember Roe noted a numbering discrepancy on page 4 of Attachment A. <br />Klausing moved, Roe seconded, adoption of The City of Roseville Housing Im- <br />provement Area (HIA) Policy, as presented OR as amended; and as drafted and <br />recommended by the City's Housing and Redevelopment Authority (HRA); iden- <br />tified as Attachment A to the Request for Council Action dated November 16, <br />2009; with language of Section 503 amended as follows: <br />"The division of the costs for the proposed improvements (i.e., how the fee is <br />spread to unit owners), shall be imposed on the basis of tax capacity of the <br />housing unit, or the total amount of square footage of the housing unit, or an <br />alternative method than utilized in the association's bylaws and declarations. If <br />imposed on an alternative method as specified in the association's bylaws or <br />declarations, the City Council must make a finding that the alternative method <br />is more fair and reasonable than either tax capacity or square footage'; and <br />numbering correction of Section "S.0 Roseville Housing and Redevelopment <br />Authority" on page 4 of Attachment A changed to "6.0... " <br />Councilmember Ihlan opined that there should be priorities included in the HIA <br />policy in case there were numerous applicants coming before the City; and spoke <br />in support of City Manager Malinen's observation related to ensuring adequate <br />insurance was in place in case of catastrophic property damage. <br />Roll Call <br />Ayes: Roe; Pust; Johnson; Ihlan; and Klausing. <br />Nays: None. <br />e. Adopt a Resolution Approving the 2010 Utility Rate Adjustments <br />Finance Director Miller summarized staffis recommendations for 2010 Utility <br />Rate Adjustments following analysis of the City's water, sanitary sewer, storm <br />water drainage and solid waste recycling operations, as detailed in the Request for <br />Council Action dated November 16, 2009. <br />Mr. Miller also reviewed information to-date on the Conservation-Based Rate <br />Structure for water users, suggesting that it did not appear to have resulted in sig- <br />nificant consumer behavior changes from the limited data available; and sug- <br />gested that an additional year of data may prove more meaningful for further dis- <br />cussion. <br />Discussion included base fees and usage fees. and staff recommendations based on <br />base fees remaining stagnant in 2010, and increases based on increases for water <br />
