Regular City Council Meeting <br />Monday, November 16, 2009 <br />Page 24 <br />from the City of St. Paul and sewer charged from the Metropolitan Council; loss <br />of revenue sharing for the residential curbside recycling program and whether <br />changes were anticipated in the marketability of recyclables or if it could be <br />remedied through renegotiation of the contract with Eureka that didn't expire until <br />the end of 2010, with them being the only service provider offering revenue shar- <br />ing at the time of last bid; and whether economic incentives were in place for wa- <br />terusage rates. <br />Klausing moved, Johnson seconded, adoption of Resolution No.10765 entitled, <br />"Resolution Establishing the 2010 Utility Rates, incorporating Schedule A," as <br />detailed in the Request for Council Action dated November 16, 2009. <br />Roll Call <br />Ayes: Roe; Pust; Johnson; Ihlan; and Klausing. <br />Nays: None. <br />13. Business Items - Presentations/Discussions <br />14. City Manager Future Agenda Review <br />City Manager Malinen reviewed upcoming agenda items. <br />15. Councilmember-Initiated Items for Future Meetings <br />Councilmember Roe advised that at recent North Suburban Cable Commission (NCSS) <br />and Access meetings, information had been shared regarding new federal legislation an- <br />ticipated to help preserve or protect community access programming, despite state fran- <br />chising legislation, actions of providers, or the Federal Communications Commission <br />(FCC) to eliminate community access programming. Councilmember Roe noted that <br />communities had been asked to support that federal legislation through their association <br />with the League of Minnesota Cities (LMC) or City Manager associations; and advised <br />that he would be bringing forward a resolution of support of that legislation for Council <br />consideration, most likely on the Consent Agenda at the next City Council meeting. <br />Councilmember Pust asked that Councilmember Roe alert area School Districts of this <br />requested support to allow them to participate as well. <br />Mayor Klausing requested that Councilmember Roe include background information <br />with the proposed resolution of support. <br />16.
