<br />specific projects or funding sources, and in these difficult financial times <br />it needs to be reassessed. Also in so far as we can ascertain no public <br />hearings on this Plan were held. Since the Plan 2009-2119 is already <br />out-of-date because the Plan's first year (2009) saw no implementation, <br />now may be an appropriate time for such hearings. <br />2) Have the capital needs in the CIP been prioritized? Could you <br />please indicate what Schedule is proposed for implementation now <br />that we are beginning the second year of CIP ten-year cycle? <br />3) The CIP assumes that the property taxpayer is the primary resource <br />for paying for the capital improvements proposed therein. Have other <br />revenue resources been explored, such as bonding? If not, when will the <br />City begin aggressively exploring alternative revenue resources? <br />The CIP states on page 6 the following: <br />The combined financial impact to Roseville homeowners if all items contained in the CIP are <br />funded would result in an increase of approximately 4-5% ep r year above and beyond what <br />they're currently payingtn property taxes and utility charges. Again, these same homeowners <br />will also face inflationary-type increases for general operations as well. <br />On Sustainablility: <br />Since there is genera/ agreement the property tax is the most <br />regressive form of taxation, and since for the past few years city <br />budgets have been increasing we// beyond the cost of living and <br />the average wages of city residents, is the City aggressive/y <br />exploring other ways to add income as we// as cut costs? <br />1) What areas are city staff studying for increasing income and cutting <br />costs? When will these efforts be completed and presented to the <br />public? <br />2) Since so many of our costs are associated with services non-city <br />residents use, should the city consider imposing a minor sales tax to <br />meet these needs? (This possibility has recently been raised on the <br />Roseville Issues Forum and three years ago during the Imagine Roseville <br />process. ) <br />3~ Since residents are paying for facilities many of which are used by <br />non-residents, is the city considering asking non-residents to pay a little <br />more, such as Shoreview does with its Community Center memberships? <br />3 <br />
