4) Is the City considering raising revenue from services provided to <br />specific users who benefit the most, such as parks, Community Service, <br />golf, ice skating, bus service, use of city facilities by private groups, <br />compost pick-up, refuse collections? Has the city a policy of encouraging <br />city commissions and event planners of asking for donations to cover the <br />costs of city sponsored events?. <br />5) The Capital Improvements Plan assumes a 3-4% increase in the tax <br />levy for each of the next 10 years just for that plan.. The following quote <br />is from the Plan: <br />The impact on taxpayers is even greater. If all of the property tax-supported items contained in <br />the CIP are funded including; vehicles, equipment, building improvements, and park <br />improvements, taxpayers can expect to pay 3-4% more each year for the next 10 years. Again, <br />this is in addition to any inflationary-type increases that will be needed. This assumes that all <br />Another part of the CIP estimates an even higher hike in property taxes <br />at 4-5% each year for the next ten years. (See above, page 3, under <br />item #3). Whatever figure is correct, adding such increases each year to <br />other increases such as required for salary adjustments will not be <br />sustainable without corresponding budget reductions. When home <br />property values start rising again the impact upon home owners will be <br />keenly felt, since every year the city starts with the existing levy and <br />adds increases to that base. <br />Planning cost reductions needs to occur now; zero-based budgeting <br />seems much more appropriate for Roseville than what has occurred this <br />year under the guise of Outcome-Based budgeting. <br />We would appreciate response to these questions before the Truth in <br />Taxation public hearing.
