Grant funds may not be <br />used for casts of Project �ct�vities that occurred prior to the grant award. Grant funds also sfzalk not <br />be used l�y the Grantee or others to suppl.a�-it or replace grant or loan funds obtained for the Project <br />frorn other sources. ?he Cauncil shafl bear no res�onsibilit�� for cosi overn�ns which may be incurred <br />by the Grantee or ot�ers in ihe implementation or performance of th� Project activiiies. The Grantee <br />agrees Eo co�►ply wiEh any "business subsidy" requirements of Minnesota Statutes sectio�s 1 i61.993 <br />to 1 161.995 that ap��y to the Granfee's expenditures or uses of the grant funds. <br />2.03 Pra�eet Changes. The Grantee mus� promF3tLy info�-tti tl�e Council in writing of any signi�canc <br />cha��ges to the Project for whict� the �ant fiands were at�arded, as wel( as any p�tentiai ch�nges to the <br />grant-funded activities described in Attachm.ent A. Failure to inforEn €�ie Council of any signiftcant <br />chan�es to the Project or significant chaE7ges to grant-funded campo��ents of the Praject, and use of <br />graf�t funds inr it�eligib[e or u�7authorized pu:-poses, ��ill jeopardiZe Che Grar�tee's eligibilit,y for <br />future f�CA awards. Grant fi.inds wiEl r�ot be c�isbt�t'sed �rior to Couz�cil approva! of significant <br />changes to either the Project oi' grant-fui�cied activities descr�bed in Attac��ment A. <br />2.04 Budget Va�•iance. A varia�lce of twenry percen€ (20%) in tf�e budget a�lounts for grant-fitnded <br />activities identified in Attachment A shall be considered acceptable wi�hoUt Counc�l approva€, <br />provic3ed no budget amount for any individua[ grant-fu�3dec[ activiry may be i�icreased or deereased by <br />rnore than twenty percent (20%) from the budget ampunt identified in AttacE�ment A. 7'he Grantee <br />�nust inform t��e Council of any bud�et �ariances. On June Z8, 20fl6 the Council adopted a <br />re�ised er�iinent damair� poEicy t.hat is consisienl wit11 the stat�to�y definitions and restrictions <br />contained in Minnesota Sta€utes chapter t 17 as amended (effective May 20, 2006) dUring t}�e 2QQ6 <br />legislative sessian. The re�ised policy applies to LCA grant awards and grant agreen�enis inade on <br />or after June 28, 2�06.
