Written payment requesis sh.a]I be n�ade usir�g paymei�t request for�ns, the fc�rm and conte�zt of wl�ic}� ��viEl be determined by the Council. The CounciE �vill disburse grant funds on a reimbursemeni basis or a"cosi incuErec�" basis.
