Dcember 2, 2009
foilowing the arrest in order to comply with this manda#e. In addition, Ramsey
County courts require the completion of a Probabl Cause ta Detain form on all
suspects held oer the weekend and hlidays on gross misdemeanor and felony
offenses. Arrsting officrs must complete written inFormaion ta justiFy th eontinued
detenion: This adds to the amount of mandaed paperwork.
Holida
This categary depicts the amount of overtime accrue by patrol personnel working
on state defined halidays. This is a contractual obligation.
FTO
The final topic on the overtime spreadsheet is "FTO" which is defined as Field
Training Officer. As stated previously, officers hand[e many types of incidents and
are expected to handle them prfessionally immediately. A new officer in Ye
Department must pass an arduous Field Training OfFicer (FTO) program befare
beginning solo patrol. Ths training program asts a minimum of four months. New
officers are closely graded n all aspects of ihe job. The job of a trainer in the FTO
program is one of the most important training pasitions in the Deparment. As sucf,
far over twenty years, the Department has compensated trainers with sraigh
compensatary time far each day of trairing: This payment is minor compared with
the enormaus efforts of te trainers during the FTO training rogram.
In smmary, umerous forces affect the accrual of aertime in the Palice
Department and many of them are beyond the Depatmenf's control. I would ask the
Council be made aware of fhe concerns addressed in this memorandum.
5
