Regular City Council —12/15/03 <br />DRAFT Minutes - Page 11 <br />brought their expertise and desire for public service to the <br />process; in addition to creating more objectivity rather <br />than representation from those who have a financial stake <br />and an immediate conflict of interest. Mr. Moses opined <br />that as residents and taxpayers of the City, they would <br />have to live with the impact of the Twin Lakes <br />development, rather than those property owners who had <br />little vested interest in the impact to the city. Mr. Moses <br />concluded by speaking against allowing staff people to <br />make appointments, and asked the Council to take the time <br />to keep the process open and defined. <br />Mayor Kysylyczyn personally responded to several of Mr. <br />Moses' comments. <br />Further discussion ensued regarding the preferred makeup <br />of the panel and proposed representatives. <br />Councilmember Maschka spoke in support of soliciting <br />applications to determine interest. <br />Councilmember Klausing spoke in support of three (3) at- <br />large positions on the panel. <br />Mayor Kysylyczyn noted public input through the <br />developer informational meetings, the Planning <br />Commission hearings, and City Council public comment. <br />Councilmember Kough spoke in favor of three (3) at large <br />positions from outside the Twin Lakes development area; <br />and spoke in support of Council making the decision on <br />business appointees, rather than staff. <br />Community Development Director Welsch clarified that <br />the staff s intent was to recruit on behalf of the City <br />Council, not to appoint panel members. <br />Discussion continued regarding how to achieve objectivity <br />on the panel and how to choose panel members from those <br />applications received; and the diversity of anticipated <br />applications in achieving obj ectivity. <br />
