Regular City Council —12/15/03 <br />DRAFT Minutes - Page 12 <br />Councilmember Klausing spoke in support of advertising <br />to achieve a pool of applicants from which to choose; with <br />Councilmembers encouraging a broad range of interested <br />citizens to apply; and disagreed with excluding those who <br />had previously advocated a strong opinion for or against <br />the Twin Lakes project, recognizing the historical <br />perspective they brought to the process. Councilmember <br />Klausing concurred with Councilmember Schroeder's <br />concern in not dragging the process out; but opined the <br />need to make the right choices and achieve a credible <br />process. <br />Councilmember Maschka expressed his desire to <br />coordinate with Mr. Shardlow prior to interviewing <br />applicants regarding concerns expressed by <br />Councilmembers regarding applicants. <br />Mayor Kysylyczyn reiterated his desire to get an applicant <br />pool from those citizens not normally sharing their <br />opinions publicly. <br />Councilmember Klausing reviewed his suggestion for the <br />process: mailing of notices to affected neighborhoods; <br />Councilmember solicitation of applicants throughout the <br />city; staff network connections for citizen applicants; <br />followed by a review of the pool of applicants; a <br />discussion of issues and concerns with Mr. Shardlow; <br />discussion by the Council of the overall panel composition <br />to achieve a variety of expertise; and then a group Council <br />decision. <br />Councilmember Maschka recommended a mass mailing to <br />the Twin Lakes neighborhood, along with the City's <br />typical advertising methods (i.e., Web site, Focus <br />newspaper, Re�vietiv newspaper). <br />Councilmember Schroeder suggested sending notices to <br />each resident of the four neighborhoods, requesting them <br />to contact staff if interested; solicit additional applications <br />through the Cable channel and newspaper advertisements. <br />
