Regular City Council —12/15/03 DRAFT Minutes - Page 12 Councilmember Klausing spoke in support of advertising to achieve a pool of applicants from which to choose; with Councilmembers encouraging a broad range of interested citizens to apply; and disagreed with excluding those who had previously advocated a strong opinion for or against the Twin Lakes project, recognizing the historical perspective they brought to the process. Councilmember Klausing concurred with Councilmember Schroeder's concern in not dragging the process out; but opined the need to make the right choices and achieve a credible process. Councilmember Maschka expressed his desire to coordinate with Mr. Shardlow prior to interviewing applicants regarding concerns expressed by Councilmembers regarding applicants. Mayor Kysylyczyn reiterated his desire to get an applicant pool from those citizens not normally sharing their opinions publicly. Councilmember Klausing reviewed his suggestion for the process: mailing of notices to affected neighborhoods; Councilmember solicitation of applicants throughout the city; staff network connections for citizen applicants; followed by a review of the pool of applicants; a discussion of issues and concerns with Mr. Shardlow; discussion by the Council of the overall panel composition to achieve a variety of expertise; and then a group Council decision. Councilmember Maschka recommended a mass mailing to the Twin Lakes neighborhood, along with the City's typical advertising methods (i.e., Web site, Focus newspaper, Re�vietiv newspaper). Councilmember Schroeder suggested sending notices to each resident of the four neighborhoods, requesting them to contact staff if interested; solicit additional applications through the Cable channel and newspaper advertisements.
