B. <br />Ambulance Public Service Areas <br />(PSA} <br />Ambulance Primary Service Area (PSA) Legislation <br />The Issue: <br />The State of Minnesota has established "Primary Service Areas" where only <br />certain entities can provide ambulance service. The PSA for Roseville has <br />been held by Allina (and their predecessors) since 1979. (Before 1979, <br />ambulance service was provided by the Roseville Police Department.) This <br />means the City of Roseville: <br />■ Has no local control over the cost of ambulance service to its <br />residents. <br />■ Has no local control over the quality of ambulance service <br />within Roseville, such as response times or the number of <br />ambulances available to serve Roseville. <br />The Opportunity: <br />Six cities have agreed to propose special legislation that will provide their <br />cities with the OPTION of providing their own ambulance service. The <br />legislation DOES NOT REQLTIRE any of the cities to provide their own <br />ambulance service. Nor does the legislation dictate who within the city <br />would provide ambulance service. (LTnder the proposed legislation, <br />ambulance service could be provided by contract between Roseville and <br />Allina or another private ambulance provider, by contract between Roseville <br />and St. Paul, by the Roseville Fire Department, by the Roseville Police <br />Department, or by whomever else the City Council selects.) The legislation <br />allows the city to have the option to decide. <br />Background: <br />The six cities proposing and supporting this special legislation are: Eden <br />Prairie, Richf'ield, Columbia Heights, Centennial, South St. Paul, and West <br />St. Paul. <br />Additional cities that are considering supporting this special legislation <br />include: Minnetonka, St. Louis Park, Chaska, and Roseville. <br />Examples of cities that already provide their own ambulance service include: <br />Edina, Burnsville, White Bear Lake, Maplewood, Woodbury, Virginia, <br />Hibbing, St. Paul and Red Wing. <br />
