Update on Citizen Advisory Commission Term <br />Expirations and Eligibility for Reappointment; <br />Authorization for Staff to Advertise for Citizen <br />Volunteers for Various Commission Openings <br />City Manager Beets reviewed the staff report dated <br />January 5, 2004 related to advisory commission term <br />expirations and the appointmentlreappointment process to <br />be followed. Mr. Beets noted that with the terms expiring <br />on March 31, 2004, all were eligible for reappointment. <br />Mr. Beets noted that staff was seeking further Council <br />direction under the policy set out regarding advisory <br />commission appointments in Resolution No. 9372, dated <br />January 27, 1997, and whether written comment from <br />committee chairpersons, as well as attendance records of <br />appointees prior to reappointment, was required. <br />Councilmember Schroeder recalled a previous 312 Council <br />vote requiring all appointees to reapply, which replaced <br />and overruled Resolution No. 9372. Councilmember <br />Schroeder opined that the new policy would replace the <br />previous resolution, with its purpose to eliminate potential <br />long-term service on committees, allowing <br />Councilmembers to re-evaluate applicants through the <br />reapplication process. <br />Councilmember Maschka opined his preference for <br />returning to the policy established in Resolution No. 9372; <br />noting that committees experienced substantial turnover <br />naturally, and this policy would ensure experience and <br />continuity on commissions.
