Application for City Council - Dan Roe Page 2 <br />(Attachmerrt) <br />My view of the role of the city aa�il: <br />As many of us have g row to know very well through the recent charter process and recent <br />political campaigns, the role of the city council is to be the legislative body of our city — to <br />make policies and set budgets, and then to exercise oversight over their implementation. <br />That role of oversight is nat one of day-today management. It is rather a role of receiving <br />and evaluating information from the city manager, staff, and the communi#y at large, <br />balancing all of that information, and arriving at conGusions about the effectiveness of the <br />policy implementation or of the policies themselves. From those conGusions, the city <br />council then deliberates and makes any necessary changes to policies. Of course, the <br />process to initiate new policies is much the same. All of these functional roles are carried <br />out to fulfill the council's ultimate role, which is to ensure that Roseville continues to be the <br />kind of place where people want to live and work and do business, and that our city <br />government is adequately capable of serving those interests into the future. <br />Further, the role of this particular city council member appointee is to be a good steward of <br />the office until the duly elected council member can be sworn in. The appointee must <br />therefore be especially focused on doing a good job rather than on any sense of personal <br />power or authority. Humility will be key. The appointee must remember that he or she is <br />really just a seat-holder. Still, the appointee must take the job seriously, as well. While the <br />term might be short, the business of the city that will be conducted during that time is real <br />and important. The decisions taken by the city council during that time can have long-term <br />effects. <br />Other comments: <br />Becausethe current composition of the Roseville city council is seen by many to be evenly <br />divided, and there are strong factions of interest in the community supporting each of these <br />"sides," I want to comment on where my allegiances might lie were I to be appointed. I am <br />sure the public would want to know that about any prospective appointee. Quite frankly, I <br />have no allegianceto either "side." I know and respect all of the current council members. I <br />have agreed and disagreed with each of them on different issues. Further, I have no <br />personal ties, beyond acquaintanceship, to any current or former Roseville elected offici�k <br />or staff members, and I do not belong to any groups that are involved with issues facing <br />Roseville government. Most likely, the votes that I might take will alternately please and <br />disappoint the different interests in equal measures. My objective will be to serve the <br />interests of the people of Roseville as a whole, as best I myself can gauge those interests. <br />I should also make it clear, especially acknowledging my past attempt at elective office in <br />Roseville, that I have no intention to serve in this temporary appointment in order to use that <br />"appointed incumbency" to gain advantage in the special election to fill the vacant council <br />seat. If I am appointed, I will not run in the special election this year. I believe that should <br />be the intention of anyone appointed to serve on the council until that election is conGuded. <br />
