Job Descri�tion For City Council. Purpose The Mayor and four Council Members are elected at large by City residents to represent the interests of the community at large and to provide overall vision and direction to guide the City. The primary responsibility within this purpose is the setting of policy and the exercise of legislative authority. Role of Council i- Develop a vision of the City to serve as a framework to guide decisions concerning service levels, land use, and public facilities. �. Identify community needs and set priorities among the competing needs. �- Adopt an Annual Budget and tax levy which authorizes and prioritizes programs and expenditure levels. 4- Adopt a continuing Five Year Capital Improvement Program that provides f or long-range planning of finances and facilities. �- Represent the City's interests to other levels of government. �. Represent the City at official functions and activities. r, In addition to the responsibilities listed above, the Council has the responsibilities and authority set out in the Statutory Cities Plan B form of government. Role of Individual Members 1. To be familiar with the policies and plans which guide the City, as a framework for-decision making. To be familiar with Statute 412.611 applicable to Statutory Cities Optional Plan B(as well as ordinances and resolu- tions), to facilitate decisions in guiding the City. 2. To bring own knowledge, experience, and perspectives to the review of issues before the Council. 3. To research all the issues before the Council in order to intelligently handle each issue. 4. To handle each item before council on an impartial basis con- tingent upon the merits of the issue and its impact on the City of Rosavill�, 5. To respect the opinions of others who appear before Council and to treat all who come before the Council with respect.
