Job Descri�tion For <br />City Council. <br />Purpose <br />The Mayor and four Council Members are elected at large by City <br />residents to represent the interests of the community at large <br />and to provide overall vision and direction to guide the City. <br />The primary responsibility within this purpose is the setting of <br />policy and the exercise of legislative authority. <br />Role of Council <br />i- Develop a vision of the City to serve as a framework to guide <br />decisions concerning service levels, land use, and public <br />facilities. <br />�. Identify community needs and set priorities among the competing <br />needs. <br />�- Adopt an Annual Budget and tax levy which authorizes and <br />prioritizes programs and expenditure levels. <br />4- Adopt a continuing Five Year Capital Improvement Program that <br />provides f or long-range planning of finances and facilities. <br />�- Represent the City's interests to other levels of government. <br />�. Represent the City at official functions and activities. <br />r, In addition to the responsibilities listed above, the Council <br />has the responsibilities and authority set out in the Statutory <br />Cities Plan B form of government. <br />Role of Individual Members <br />1. To be familiar with the policies and plans which guide the <br />City, as a framework for-decision making. <br />To be familiar with Statute 412.611 applicable to Statutory <br />Cities Optional Plan B(as well as ordinances and resolu- <br />tions), to facilitate decisions in guiding the City. <br />2. To bring own knowledge, experience, and perspectives to the <br />review of issues before the Council. <br />3. To research all the issues before the Council in order to <br />intelligently handle each issue. <br />4. To handle each item before council on an impartial basis con- <br />tingent upon the merits of the issue and its impact on the <br />City of Rosavill�, <br />5. To respect the opinions of others who appear before Council <br />and to treat all who come before the Council with respect. <br />
