City Council Job Description <br />Page 2 <br />Role of Mavor (in addition to the Mayor's role as an individual <br />Council Member) <br />1. Acts as the official representative of the City at official <br />functions and activities. <br />2. Preside at Council meetings. <br />A. Ensure adequate opportunity for public input. <br />B. Ensure adequate opportunity for Council Members to have <br />questions answered and issues clarified. <br />C. Expedite the meeting process. <br />D. Ensure the rules of ineeting procedure as set out in the <br />Standing Rules of Procedure, adopted by the Council each <br />year, are followed. <br />E. For official public hearings, ensure the public hearing <br />process and procedures are followed. <br />F. Meet with the City Manager to review agenda items to <br />obtain a full understanding of the implications of the <br />major issues to be raised in order to effectively conduct <br />Council meetings. <br />Role of Council Members in Relation to Staff <br />1. The Council sets direction and priorities for the City which <br />are then implemented through the City Manager. <br />2. The Council hires a City Manager to assist the Council in <br />carrying out its duties, to implement Council policies, and <br />to manage the day-to-day operations of City government. <br />3• Other than obtaining information from departmental staff to <br />clarify issues, the Council exercises control over the admin- <br />istration of City functions through the City Manager. <br />4. The Council evaluates staff implementation of Council prior- <br />ities on an ongoing basis through informal feedback to the <br />�it� Manager and through the formal annual City Manager <br />evaluation process. The annual review process is conducted <br />in a way that provides for a written record of the evaluation <br />results. <br />5. In working as part of a team with staff, Council members <br />advise the City Manager regarding areas of concern. <br />6• Staff provides information to Council members to clarify <br />issues. <br />A. Council members should be cognizant of staff workload and <br />time constraints when meeting with staff or requesting <br />information. <br />
