City Council Study Session — O1/12/04 <br />DRAFT Minutes - Page 19 <br />Councilmember Maschka spoke in support of staff pursuing <br />additional efficiencies at the OVAL. <br />Mayor Klausing concurred with Councilmembers Schroeder <br />and Kough in pursuing cost savings at the facility. <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn opined that staff should seek out Rep. Phil <br />Krinkie, Chair of the Capital Bonding Committee, rather <br />than wasting time seeking support from the legislative <br />delegation; further opining that there would be little support <br />from Rep. Krinkie for such a proposal. <br />Mr. Kysylyczyn opined the need to define whether the City <br />wished to have the OVAL become a regional organization <br />or maintain it as a community center, noting that the City <br />would need to negotiate usage rights if regional ownership <br />were sought. <br />Mr. Kysylyczyn recommended pursuit of money-making <br />ideas by staff, rather than legislation, that are under the <br />control of the City (i.e., a pro or gift shop; permanent food <br />establishment or restaurant facilities; or construction of a <br />power generation facility to power City Hall and the OVAL, <br />with potential of excess generated electricity to Xcel as <br />required by law). <br />E. Liquor Licenses Liquor Licenses <br />Councilmember Kough sought clarification from Finance <br />Director Chris Miller regarding the current on-sale and off- <br />sale liquor licenses available in the City. <br />Discussion included the specific number of licenses <br />currently held and those available; the need for additional <br />licenses; potential development of the Twin Lakes area and <br />need for additional licenses to facilitate restaurants; and the <br />urgency of additional licenses. <br />Councilmember Kough spoke in support of additional <br />licenses. <br />
