City Council Study Session — O1/12/04 <br />DRAFT Minutes - Page 20 <br />Councilmember Maschka spoke in support of additional on- <br />sale licenses; but opined the sufficiency of off-sale licenses. <br />Mayor Klausing concurred with Councilmember Maschka's <br />comments. <br />Kough moved, Maschka seconded, directing staff to seek <br />assistance from the City's legislative delegation to pursue <br />legislation for state issuance of an additional five (5) on-sale <br />liquor licenses for the City of Roseville. <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br />F. Transportation Utility <br />Assistant Public Works Director Deb Bloom provided, for <br />Council information purposes, the introduction of <br />legislation during the 2004 session by the City Engineers' <br />Association, the Minnesota Public Works Association and <br />the League of Minnesota Cities to enable cities to establish a <br />"Transportation Utility." Ms. Bloom advised that the use of <br />the fees would be calculated based on the amount of traffic <br />generated, and would be dedicated to support road and <br />bridge maintenance construction and maintenance. Ms. <br />Bloom further noted that the legislation was prompted by <br />decreasing State Aid funds due to expansion of outer-ring <br />suburbs, with 180 cities currently state aid recipients in state <br />right now, and the resulting and formulae for calculating the <br />State Aid funding. <br />Discussion included taxation of properties not assessable <br />currently; the City's current Assessment Policy; support of <br />the League of Minnesota Cities (LMC); potential generation <br />of inedia comments that may be directed at <br />Councilmembers; and the status of residential streets in <br />Roseville. <br />Transportation <br />Utility <br />
