1�pa�e�n�r�t ,� <br />I�PW <br />REQUEST FOR COUNCIL ACTION <br />o�s � �SLr �'oa tr$et <br />Panel (PF3543) <br />1.0 BACKGROUND: <br />a <br />DATE: 01 /26/04 <br />ITE��� �1�: 3- I � <br />C��15 ENT <br />The Twin Lakes Stakeholder meeting process was been approved by the Council on January 12, <br />2004. On January 19`li' John Shardlow of DSU provided additional information on the dates and <br />meeting topics. <br />Twin Lakes is a large proj ect that requires expertise. In this case, 280 acres of land are part of the <br />study that could create between $300 and $400 million in new development. Mr. Shardlow and <br />DSU have prepared a contract for services (attached) for the work to be done from January <br />through July of 2004. Approximately 700 consultant hours are contained in the proposal. NIr. <br />Shardlow will add consultants for discussions on transportation, finance, demographics, markets, <br />and environmental clean up, as well as his own staff to graphically and statistically evaluate the <br />development team proposals. The cost of this work will be $77,130.00, billed as DSU completes <br />portions of the work on a monthly basis. City staff will provic� e�mapping and statistical and <br />demographic background and meeting organization as well. <br />2.0 FINANCIAL IMPACTS <br />Any costs the city incurs in this study will be considered an administrative expense of the Twin <br />Lakes Tax Iricr�mrni District and paid for from the Twin Lakes Fund. <br />Roseville has a fee structure that allows half or more of consultant cost for development studies to <br />be billed to the developer. In this case, 50% of the study costs will be billed to the development <br />team, to be repaid to the city as a portion of the fees collected at the time of building permit <br />issuance for the first phase of the proj ect.
