(DSU), I would like to thank the city council, city <br />manager and staff for the opportunity to provide the City of Roseville with planning services related to <br />the Twin Lakes master planning process. The objective of our services wi11 be to work closely with the <br />City, a community advisory panel and the DevelopmentTeam to review and discuss relevant background <br />information, provide input directly to the Master Developer (Rottlund Inc.) and other members of the <br />Development Team (Ryan Companies Inc. Roseville Properties and Welsch Companies, Inc.) and <br />facilitate a series of workshops that wi11 influence and guide the concept plans, design standards and <br />related elements of the planned unit development application to be completed and submitted by the <br />Development Team. <br />The process wi11 feature the participation of an advisory panel, consisting of the chairs of five of <br />Roseville's commissions, neighboring business owners, residents from surrounding neighborhoods, the <br />business community and other at-large members. The role of the panel wi11 be to provide community <br />input at every key stage in the master planning process. The process wi11 seek, but wi11 not be dependent <br />upon, reaching consensus on key issues related to the master p1an. Ultimately, this process sha11 inform <br />the Development Team as they prepare and advance their plans, as we11 as the Roseville City Council and <br />a11 of its advisory commissions and staff inembers as they perform their respective functions in the <br />development review and approval process. <br />Development Team members wi11 also be active participants in the planning process. Several meetings <br />wi11 be held with them throughout the process, to ensure both that their issues and concerns are fu11y <br />understood and considered and that the alternatives that are advanced and evaluated are rooted in market <br />and �inancial reality. Likewise, we wi11 conduct regular meetings with City staff after each workshop to <br />identify and follow up on key issues and record the results of the previous meeting. It is also expected that <br />these meetings wi11 provide the opportunity to identify and consider any "mid-course" corrections that <br />might be warranted. We have estimated time for these meetings and logic would indicate that some of <br />them may be completed in less time and some may take more time than the standard estimate, depending <br />on the nature of the prior meeting and the signi�icance of the problems and opportunities that arise. <br />The following paragraphs summarize and describe the work scope and related cost estimate that we have <br />prepared in consultation with you, your staff and the Master Developer's representative. This reflects our <br />best current expectations about the process and the time that it wi11 take for DSU to fu1fi11 our <br />responsibilities.
