a. Impact on traffic (amounts and congestion):
The use of SuperAmerica as an off-sale liquor store will not significantly impact
traffic. Specifically, the traffic study completed by SEH Consultants indicates
that overall traffic on the SuperAmerica site will increaseby approximately 3.5%
or an increase of approximately 100 vehicle trips per day on a site that currently
produces an estimated 3,400 vehicle trips per day (see Attachment A and below).
Vehicle Information from S.E.H. Glen Van Wormer
Total estimated vehicle tri s er da in or out of Su er America 3,400
Existin vehicle tri s in or out of Su erAmerica — eak hour 281
Vehicle tri s er da increase for li uor store 100 3.5%
Number of Parkin s aces east — 21, west —16, um s— 21 58
b. Impact on parks, streets, and other public facilities:
Use of the SuperAmerica site as an off-sale liquor store will not impat Lexington
Park or the Roseville Park System; the use will not significantlyimpa¢t Lexington
Avenue or County Road B; and the use will not impact other public faicilities.
First, information received from the Chief of Police and Park & Recreation
Director supports the notion that off-sale liquor sales at SuperAmerica will not
create an increased use of Lexington Park. There may be a misconception that
alcohol sales at this location will promote public drinking and drunkeness in
Lexington Park. However, there is data available for RosevilleParks to research
or study this perception or conclude that this activity will actually occur. The
Park and Recreation Department reports the only significant alcohol cpnsumption
in RosevilleParks has been during programmedevents, such as adult oftball
tournaments and there has not been a known instance of illegal alcohol
consumption in any of the parks near off-sale liquor stores.
Second, traffic will increase slightly at SuperAmerica by an estimated 100
additional trips per day. However, Glen Van Wormer, the traffic consjultant
anticipates that 75% to 80% of the liquor store customers will be at the site for
either gasoline or convenience items.
Third, the Community Development Department does not anticipate ay impact
to other public facilities, such as water, sanitary sewer, police and fire calls.
c. Compatibility of the site plan, internal circulation, landscaping an{d
structures with contiguous properties:
Use of the SuperAmerica site as an off-sale liquor store is compatible with the
existing site plan, has a minimal impact on internal circulation, requir,s no
additional landscaping, and the structure and use have previously been
determined to be compatible with contiguous properties.
