Councilmember Greg Schroeder <br />September 29,2003 <br />Page 3 <br />The vacancy would occur on or shortly after January 5,2004, after Councilmember <br />Klausing takes the oath of office as Mayor of Roseville. Since the election occurs in <br />November, such a vacancy would be foreseeable. Therefore, the Council would announce <br />after the election results are finalized that there is expected to be a vacancy on the Council; that <br />the City is accepting applications from residents interested in being appointed to fill the <br />vacancy; and, that the appointment is for the remainder of Councilmember Klausing's term. <br />The date by which applications must be received by the City should allow the applications to <br />be placed in the Council packets for the first meeting of the year. <br />At the first meeting of the year, after Councilmember Klausing would take the oath of <br />office as Mayor, the Council would adopt a resolution declaring a vacancy on the Council. <br />The Council would then open discussion on the applications received by the City. The vote to <br />appoint a person to fill the vacancy would proceed at the conclusion of the discussion. Mayor <br />Klausing would be the first to vote to fill the vacancy. <br />In the event that there is a tie vote, the Mayor would be able to appoint anyone that had <br />submitted an application to the City. The Mayor would make the appointment immediately <br />after the tie vote is announced. The remainder of the Council meeting would occur after the <br />appointment.
