Roseville Police Department <br />SWOT ANALYSIS <br />January 2004 <br />OPPORTUNITIES <br />Research and implementation of county-wide 800 MHz <br />In the nearfuture, this agency will be converting to 800 MHz. Sgt. Johnson has been assigned as the <br />city's representative and contact allowing this agency to stay on top of a situation over which we do <br />not have much control. <br />Research and implementationof crime mapping soflware along with geographic information <br />system (GIS) <br />In conjunction with the purchase of a new records management system, research and implement a <br />crime mapping software program. <br />Research and implementation of new records managementsystem <br />The police department has long needed a new records management system—the current system is <br />20 years old. Itwill be necessary for the RPD to purchase a new system within the next 12 months. <br />Wireless field reporting <br />Provides the officers the capability of transmitting reports to the RPD without coming into the PD, <br />printing out the report, and handing it off to a supervisor. All report generation, approval, and filing will <br />be paperless. <br />Specialization opportunities (i.e., SIU school liaison) <br />Continue with optional career paths for the officers and pursue new and innovative ways to offer <br />diversity in the law enforcement environment. <br />THREATS <br />Budget cuts versus community's expectations and needs <br />Holding to a zero percent budget increase has caused the police department to cut some integral <br />community-oriented programs (i.e., bike patrol). if the zero percent budget increase mandate <br />continuesto the 2005 budget, the possibilityexists that additional programswill have to be cut, <br />allowing the department to focus on maintaining public safety, operating reactively ratherthan <br />proactively. <br />Dynamics of high tech issueswith public safety <br />As with all industry, law enforcementtechnology changes daily. Due to staffing constrictions, it has not <br />been and will not be possiblefor the department to hire or train a current employee to keep abreast of <br />evolving technology. <br />Lack of quality police officer candidates <br />For multiple reasons, law enforcement across the nation is faced with the challenge of finding <br />qualified candidates. Hiring processes are more numerous, expenses increase, and a higher ratio of <br />new hires do not succeed in field training. The process, from hiring to working solo on the street <br />normally takes eight to ten months. <br />Loss of local law enforcement control because of possible consolidation of services (i.e., 800 <br />MHz} <br />Since the tragedy of 9/11, the federal emphasis has beenjurisdictions, at the very least, <br />communicating as one unit. With the federal focus on homeland security, local law enforcement <br />agencies face the threat of losing singular representation. <br />
