Roseville Fire Department <br />SWOT Analysis <br />STRENGTHS <br />1. Successful staffing pro�ram: Innovative changes to the fire department staffing program have im- <br />proved the safety of the firefighters and the citizens by having a crew on-duty in the eveningnight-time <br />seven days a week and about half the time during the day. Allowing the firefighters to schedule their <br />time commitment to the department has also served to improve recruitment and retention. <br />2. High pualitv fire prevention, fire education and fire inspections nrograms: Staffedwithjust two <br />people, this division hustles to keep up with inspections and fire prevention for Roseville's 2000+ busi- <br />nesses and numerous apartment complexes. Their efforts have resulted in lower fire-loss damage and no <br />lives lost in a fire since 1996. <br />3. Deaartment's focus and desire to imarove aublic safetv service to the communitv: Roseville's fire- <br />fighters are a motivated and innovative group of dedicated men and women. They are proud of the ser- <br />vice they provide and anxious to implement ideas that improve the way they provide service to the <br />community. With nearly two-thirds of the department's employees holding college degrees (from asso- <br />ciates to doctorate degrees) they are among the most educated and forward-thinking of all paid-on-call <br />firefighters in the metro region. <br />WEAKNESSES <br />1. Inabilitv to implement creative improvements to services that do not require additional funding: <br />One of the things that attracts quality men and women to serve as volunteer firefighters is the need to <br />feel they are making a difference in people's lives. There is much enthusiasm and anticipation for im- <br />proving services to the community and when the department is unable to make progress, it discourages <br />the firefighters and, in some cases, causes them to look to other organizations to fulfill their needs. <br />2. Need for fundins to implement firefi�hter health and fitness programs: Heart attacks are one of the <br />leading causes of firefighter deaths and disabilities. Using the National Fire Protection Association's <br />Health and Safety Standard (NFPA 1500) as the reference document, we have many opportunities to <br />provide better fitness for our firefighters. <br />3. Inconsistent suaervision of firefighters workin� shifts: Within the officers' group, there are a num- <br />ber of supervisorswho lack experience managing people. This causes problems as the shifts do not re- <br />ceive proper direction and weak problem solving skills create a host of issues. <br />2 <br />
