OPPORTUNITIES <br />1. Support from Council for imuroving fire department services: The fire department has identified a <br />number of opportunitiesfor improving services. Many ofthe opportunitiesmean doing things differ- <br />ently than how they have been done in the past. Many of these improvements can be done without addi- <br />tional funding for the fire department. In order to make these improvements, we need the support of <br />Council. <br />2. Collaboratewith police on response to medicals, allowing police officers time to focus on new ini- <br />tiatives (i.e. commercial aatrol and traffic enforcementl: The fire department would like to work <br />collaboratively with the police department to improve the quality of inedical care to Roseville residents. <br />This would be accomplished by having the higher-trained (EMT) firefighters respond to medical calls, <br />freeing police officers to clear the scene quicker. This would help the police department increase their <br />focus on commercial patrol and traffic enforcement. <br />3. Imnrove aublic safetv to residents bv resuondin� to traffic accidents with iniuries with the (al- <br />readyl on-dutv firefivhters: Some of the most dangerous intersections in the state are located in Rose- <br />ville and traffic congestion continues to rise, which leads to more injury accidents. For proper care, a <br />critically injured traffic accident victim needs a minimum of three persons to provide care at the scene <br />and they need two medically trained attendants to care for them during transport to the hospital. Also, <br />during accidents the need to ensure the proper flow of traffic and the preservation of a potential crime- <br />scene are duties that the police must currently do in addition to patient care. The fire department cur- <br />rently responds to roughly one-half of all injury accidents in Roseville today. However, we are dis- <br />patched after the patients have already been cared for and our role is to clean-up the hazardous materials <br />(anti-freeze, oil, gasoline, battery acid). If allowed to respond at the on-set of the emergency, the fire- <br />fighters could assist in providing medical care, then clean-up the accident scene. This can be accom- <br />plished with no additional tax dollars. <br />4. Better use of firefighters' time and improve overall training bv conductin� training while fire- <br />fighters are on-dutv: The most valued contribution that a volunteer firefighter makes to the commu- <br />nity i s the gift of their time. We have made some wonderful strides toward improving how we use their <br />time. One remaining opportunity is to provide their training while they are on-duty instead of having all <br />of them come back another day to get their training. This change is a win-win. The firefighters' time <br />will be better utilized and they will get more (and better quality) training because training will be con- <br />ducted on every shift and the smaller groups will mean more personal attention to their needs. In order <br />to accomplish this, the department is requesting to hire a full-time training manager who will focus on <br />managing this program. This goal can be accomplishedwith no additional tax dollars because the <br />money saved from having all the firefighters come back on another night and the money saved by not <br />having to hire outside trainers for city-wide mandated training will pay for the position every year. <br />3 <br />
