2005 Goals
1. FIREFIGHTERPAY AND INCENTIVES: Obtain Council support and direction for
ways to improve firefighter pay and incentives to aid in the recruitment and retention of
firefighters. This should include incentives for employers to allow their employees to
volunteer as firefighters during weekday hours and incentives for firefighters to purchase
homes in Roseville. Additional funding will be required for this goal.
2. CONSISTENT STAFFING FOR EMERGENCY CALLS: The Fire Department has
made great strides with implementing a station staffing program that provides a crew of
firefighters on-duty in a fire station about 85% of all hours of the day. On-duty crews re-
spond to emergencies in about four minutes, compared to the seven-ten minutes (or
longer) when there is not staffing on-duty. The times when there is no staffing corre-
sponds with the times when most of the firefighters are unavailable because they are
worlung their full-timejobs. To ensure a quick response to emergency calls, there needs
to be a crew on-duty in a fire station, 24 hours a day. Ideally, this crew would be part-
time firefighters. Currently, firefighters average about 1,000 hours per year each partici-
pating in the station-staffing program. Additional funding will be required for this goal.
6
