Roseville Public Works Department <br />SWOT Analysis <br />Department Heads Joint Meeting <br />February 7,2004 <br />STRENGTHS <br />Solid fundin� for local infrastructure <br />Street Infrastructure Replacement Fund in place for major maintenance and replacement of local non-MSA <br />streets. Assessment policy, sanitary sewer utility, water utility, and Storm Water Utility fund utility <br />infrastructure. <br />2. Experienced staff <br />Roseville has a history of attracting and employingtop quality staff. Public Works has a good mix ofyounger <br />employees and staff with many years of dedicated experience. <br />3. Community support for our services <br />Public Works offers a wide range of services, including some that other communities do not offer to their <br />residents, i.e, Leaf Program/compost site. Many programs are completed by in-house staff at very competitive <br />costs, i.e. pavement maintenance, engineering services, pavement management, GIS. Community surveys have <br />identified satisfaction with past public works services. <br />4. Local street networkin �ood condition <br />The Pavement Management Program, begun in the mid-80's, has resulted in our local street network average <br />condition rating being one of the highest in the metro area. <br />5. New and exnanded facilities <br />We have upgraded facilities to house public works services many years into the future. <br />6. Good nathwav/parkin� lot maintenance nro�ram <br />The Pathway and Parking Lot Pavement Management Program began in 1999 and is allowing us to <br />improve/replace aging infrastructure. We anticipate brining this infrastructure to an acceptable condition rating in <br />the next 5-10 years. <br />7. Good epuipment renlacementurogram <br />We have had strong support from the Council for replacement of equipment used to deliver services. This <br />program has allowed us to deliver reliable, consistent services, resulting in a good value for Roseville residents. <br />8. Cuttiug edge with technologv, operations <br />Roseville Public Works historically has been a leader in many areas: The first storm water utility in Minnesota; a <br />pioneer in pavement management, both for streets and pathways and parking lots. Using GIS data to help manage <br />our infrastructure has also been an area in which other communities have looked to us as an example. Our <br />Engineering Depariment was one of the first to convert to CADD from manual drafting nearly 15 years ago. <br />KNFS5E5 <br />Staffing at minimal levels <br />Unfunded mandates, higher expectations for services, and increasing amount of infrastructure are stressing our <br />ability to maintain at a high level. We are organized very flat as a department and are minimally staffed. <br />2. AginE utilitv infrastructure <br />Much of Roseville's infrastructure is nearly 50 years old, especially underground infrastructure. We need to <br />continueto monitor the condition of this infrastructure and fund repair and replacement to ensure its reliability. <br />Implementation of long-term improvement plans will be necessary to meet futureneeds. <br />2 <br />
