THREA�S <br />1. Declinin� State Aid dollars <br />Gas ta� has not increased since the 1980's. With more cities receive State Aid funds and more miles of MSA <br />eligible roads means fewer dollars received per mile. Roseville's MSA allotment is decreasing, as are other inner <br />ring suburbs. <br />Increased local cost narticipation in state/ countv Uroiects <br />Cost participation policy expectations for pariners have shifted more costs to the City. Funding mechanisms for <br />these proj ects will need to be explored and implemented for Roseville to be competitive for state and regional <br />transportation improvements. <br />3. Decreased training dollars <br />Budget considerations have decreased our training budgets. <br />4. Unfunded mandates <br />New federal and state reporting requirements have been developed. MPCA Phase I� storm water permitting <br />requires additional staff time. Met Council MCES Inflow/ Infiltration reduction will require staff time. It may be <br />difficultto keep up with these requirements and maintain the existing levels of service at current staffing or <br />budgetary levels. <br />5. Decreased maintenance bv countv/ state <br />Both the county and state are deferring maintenance due to budget cuts. The streets and highways under their <br />jurisdiction are not being maintained to the same level as the local streets. <br />6. Increased traffic and sneedin� in neighborhoods <br />An increase in traffic on our local streetshas brought an increase in traffic-related complaints. We need to <br />address these concerns while maintaining safety and capacity on our streets. <br />7. Pedestrian safetv due to increased traffic <br />Residents have brought their concerns about pedestrian safety on busy streets to staffs attention. Usually they <br />request that we extend our pathway system to address this issue, Pathway funding has been cut to address the <br />current budget concerns. <br />8. Decreased transit routes/ ridershin <br />To address budget constraints, the transit coverage within the City of Roseville has been reduced. Fewer transit <br />opportunities increases traffic on our roadway systems. Roseville may be less attractive to residents and business <br />if trend continues. <br />9. Crowded right- of- wav for underground utilities <br />We have electric, gas, telephone, and fiber sharingthe right- of- way with existingpublic uses. Construction for <br />streets, pathways, and streetlightshas to compete for space in the right- of- way. This adds cost to construction <br />proj ects. Better right-of-way planning and sharing is needed. <br />10. Exnectation of hi�her level of service for same dollars <br />The expectations of our residents have increased. Our staffing and budget levels need to be adjusted to coincide <br />with Council-approved service levels. <br />� <br />
