REQUEST FOR COUNCIL ACTION <br />DATE: 2/9/04 <br />ITEM NO: 6. <br />Department Approval: Manager Reviewed: Agenda Section: <br />��� � <br />Item Description: Proposed Concept Plan for Central Park Dale Street <br />BACKGROUND <br />I n 2000 the athletic fields at the Central Park Dale Street Athletic fields closed for <br />significant turf renovations. The field reopened in the spring of 2003. Shortly after <br />reopening the fields again they experienced extremely heavy use (some <br />scheduled, but much unscheduled). Subsequentlythe fields were again taken out <br />of service for a period of time because of the extremely worn turf conditions. <br />Due to the concern for continued poor turf conditions, the expense of ongoing <br />renovations, safety concerns and the overall interest in upgrading the existing <br />field complex, Roseville Area Youth Associations, the primary users of the fields, <br />have brought forth a concept proposal to be considered. Attached is the <br />proposed concept plan. Specifically it includes: fencing and lighting of the two <br />multi use athletic fields, a concession/storage facility and additional parking <br />(parking has been in short supply and this would provide space for approximately <br />30 additional spaces). <br />The staff, neighbors, community groups and the Parks and Recreation <br />Commission have reviewed the proposed concept plan along with the past, <br />current and future uses of the Central Park Dale Street Athletic Fields and feel <br />the improvements would be compatible. The Parks and Recreation Commission, <br />Roseville Central Park Foundation, Roseville Area Youth Football Association <br />and the North Suburban Soccer Association (NSSA, which serves Roseville) all <br />have endorsed the proposed concept plan. Central Park is considered an Urban <br />Park in the Roseville Parks and Recreation Systems Plan. <br />Two communitv meetinss (August 2003 and October 2003) were held to review <br />the plans with some concerns being expressed primarily about the lighting, initial <br />inclusion of a PA booth and an unrelated to the project issue of security through <br />the wooded area to the North where the Rosetown Ridge Townhouse Project is <br />located. <br />As a result of the meetings and generating excellent discussion the PA booth <br />was removed from the proposal and it was agreed that only the South Field <br />would be included in the phase one proposed lighting and that the North Field <br />lighting would be a phase two project.
