i \L <br />�� <br />REQUEST FOR COUNCIL ACTION <br />Date: February 9,2004 <br />Item: 3.1 <br />Department Approval: Manager Reviewed: Agenda Section: <br />��� �� <br />Item Description: <br />City Allow Testing of AutoMARK Voting Equipment <br />Background: <br />The Help America Vote Act of 2002 (HAVA) requires that all precincts have an accessible <br />voting system by 2006 for all individuals with disabilities, including non-visual accessibility for <br />the blind and visually impaired, so that those voters may participate in a manner that provides the <br />same access, privacy and independence as other voters. <br />Ramsey County has been working with the Secretary of State and voting supply vendors to find <br />and test equipment that will adequately meet HAVA requirements. Roseville's Special Election <br />offers an excellent opportunity for the City and Ramsey County to test one brand of Voter Assist <br />Terminals. <br />Ramsey County requests that the City allow them to test the AutoMARK equipment and allow <br />their staff to observe the use of the equipment. This request would be subj ect to approval from <br />the Secretary of State. Observers would not be allowed to touch the machines, nor would they in <br />any way be allowed to interfere with the voters. City staff identified Precinct 6 as the best <br />precinct to test the equipment. <br />Council Action Requested: <br />Review, amend and adopt the attached resolution to allow the City and Ramsey County to test <br />the AutoMARK voting equipment in Precinct 6, National American University, during the April <br />20,2004 special election. <br />
