Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council <br />Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN <br />DRAFT Discussion Notes - Page 7 <br />Discussion ensued regarding communications efforts; and <br />related crime statistic availability through improved <br />technologies and inter-agency cooperation (i.e., records <br />management, including wireless communication). <br />Further discussion included the new Ramsey County jail <br />facility and time savings in transporting and processing <br />offenders. <br />1. Budget cuts versus community's expectations and <br />needs <br />2. D namics of hi h-tech issues with ublic safe <br />3. Lack of ualit olice off'icer candidates <br />4. Loss of local law enforcement control because of <br />aossible consolidation of services (i.e., 800 MHzI <br />Lt. Mathwig noted the timing lag in hiring and training new <br />off'icers (i.e., background investigation; psychological and <br />medical interviews and testing; and allowing for <br />achievement of their learning curve in the field). <br />Roundtable discussion included the need to balance <br />commercial patrolling with budget realities, and <br />whether consideration should be given to increasing <br />cost-sharing with the commercial community and city <br />(i.e., Special Service District — SSD — for specialized <br />taxing capacity); and how the entire commercial district fits <br />into the community long-term. <br />Further roundtable discussion ensued regarding several <br />other high-crime areas related to drug and/or prostitution. <br />Lt. Mathwig reviewed four specialized undercover teams <br />within the department, covered to-date by state and federal <br />funding that concentrate on drug, call service/prostitution, <br />DWI and traffic-related issues, and their operational <br />involvement on an as-needed basis. Lt. Mathwig noted that <br />the local department also works with regional teams, in an <br />effort to reduce and/or eliminate meth labs and use within <br />the region and community. <br />
