Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council <br />Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN <br />DRAFT Discussion Notes - Page 8 <br />6. <br />Further discussion included qualifications of Reserve <br />officers and the mentoring process; their interest in short- <br />term and long-term policing in the community; family <br />violence concerns and interagency support, funding and <br />networking opportunities (i.e., court process, shelters, <br />networking resources, free 9-1-1 cell phones). <br />It was the consensus that information on the availability of a <br />drop-off site for old cell phones for domestic violence <br />victims be made more available through city communication <br />sources. <br />b. Police Civil Service Commission Member Dick Houck <br />Mr. Houck spoke to the purpose of the Police Civil Service <br />Commission and its purpose to ensure fair employment for <br />candidates hired and promoted. Mr. Houck opined that the <br />City had three (3) primary budgetary responsibilities in <br />providing services to its citizenry: Police protection, Fire <br />protection, and street construction and maintenance. Mr. <br />Houck encouraged Councilmembers to keep those priorities <br />at the forefront; as he and his fellow Commissioners often <br />heard frustrations expressed within the Police department in <br />attempting to work within the budgetary constraints, while <br />providing quality service levels. Mr. Houck commended <br />the City's Police Reserve for their strength and <br />unrecognized services within the community.
