Date: 02/23/04 <br />Item: 6. <br />Campaign Contributions <br />��—��-- <br />MEMORANDUM <br />TO: MEMBERS O F THE ROSEVILLE CITY COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: DISCUSSION OF A PROPOSED ORDINANCE REQUIRING PUBLIC <br />DISCLOSURE OF CONTRIBUTIONS OF MORE THAN $100 IN CITY <br />ELECTION CAMPAIGNS <br />DATE: FEBRUARY 18,2004 <br />I would like the City Council to consider enacting an ordinance that would require <br />candidates for city office to publicly disclose any campaign contributions of more than $100. <br />Although state law limits campaign contributions in city elections to $300 per donor in an <br />election year, state statute does not require candidates for local offices to disclose any of <br />their campaign contributions. In contrast, candidates for state legislature are required to <br />disclose the names of contributors who give more than $100. So are candidates for some <br />local offices in Hennepin County (including the cities of Minneapolis and Bloomington and <br />Hennepin county offices). The city of St. Paul has its own ordinance requiring disclosure of <br />campaign contributions over $50. <br />I have invited Professor David Schultz of the Hamline University Graduate School of <br />Public Administration and Management to discuss the issue and answer questions from the <br />council and the public. <br />
