Date: 02/23/04
Item: 6.
Campaign Contributions
—--
MEMORANDUM
TO: MEMBERS O F THE ROSEVILLE CITY COUNCIL
FROM: AMY IHLAN
SUBJECT: DISCUSSION OF A PROPOSED ORDINANCE REQUIRING PUBLIC
DISCLOSURE OF CONTRIBUTIONS OF MORE THAN $100 IN CITY
ELECTION CAMPAIGNS
DATE: FEBRUARY 18,2004
I would like the City Council to consider enacting an ordinance that would require
candidates for city office to publicly disclose any campaign contributions of more than $100.
Although state law limits campaign contributions in city elections to $300 per donor in an
election year, state statute does not require candidates for local offices to disclose any of
their campaign contributions. In contrast, candidates for state legislature are required to
disclose the names of contributors who give more than $100. So are candidates for some
local offices in Hennepin County (including the cities of Minneapolis and Bloomington and
Hennepin county offices). The city of St. Paul has its own ordinance requiring disclosure of
campaign contributions over $50.
I have invited Professor David Schultz of the Hamline University Graduate School of
Public Administration and Management to discuss the issue and answer questions from the
council and the public.
