REQUEST FOR COUNCIL ACTION <br />DATE: 2123104 <br />ITEM NO: 7. <br />DepartmentApproval: h��r�ager �ai�w�r�; <br />� �y� <br />Item Description: Authorization forthe 2004 PIP Program <br />BACKGROUND <br />In 1990, the City Council established the Park Improvement Program (PIP). The <br />goals for the PIP are: <br />1. To repair and replace any park facilities and related amenities that <br />are in need of repair because of their age and condition. <br />2. To bring all park facilities up to city code and to meet recognized <br />safety standards in all city parks. <br />3. To ensure that all parks are used to their fullest potential while <br />protecting natural resources and open space. <br />4. To increase the aesthetics of all Roseville parks. <br />5. To make upgrades, enhancements and replacements without <br />incurring unusual costs for rehabilitation or redevelopment. <br />6. To make improvements based on the most up-to-date professional <br />standards. <br />The PIP process is as follows: <br />1. All improvements will meet the latest appropriate safety <br />requirements, municipal and state codes and professional <br />standards. <br />2. Staff will work with the Parks and Recreation Commission in <br />completing and reviewing the PIP evaluation. <br />3. Improvements will be designed to meet required standards and <br />minimize and/or reduce maintenance procedures currently <br />required. <br />4. The majority of the reconstruction labor will be contracted allowing <br />park maintenance staff to concentrate on regular maintenance <br />concerns. <br />5. An environmental analysis will be conducted before a <br />redevelopment proposal is completed. <br />7. Standard procedures will be used for drawing specifications, <br />advertising for bids, receiving quotes and awarding contracts. <br />POLICY OBJECTIVE <br />
