Minn. Stat. � 466.357 et seq. <br />defines the breadth and operation of zoning ordinances in cities. Nowhere in Chapter <br />462 does it indicate whether or not a City's own zoning ordinance applies to property <br />owned by the City itself. <br />Other jurisdictions throughout the country have subscribed to the notion that a <br />zoning ordinance does not apply to publicly owned property if the property is used for <br />
