Special Joint Study Session: Roseville Citizen Commission Chairs, Department Heads, City Council
Saturday, 02/07/04, Harriet Alexander Nature Center, 2520 North Dale Street, Roseville, MN
DRAFT Discussion Notes - Page 17
buildings, unless required in HRA rental units.
c. Planning Commission Chair Jim Mulder, 11:30 am.
Mr. Mulder noted that the new Planning Commission
format should free up time for the Commissioners; but
would be more demanding and challenging for staff, noting
the Commission's dependence on Community Development
Director Welsh and City Planner Thomas Paschke. Mr.
Mulder recognized the 60-day compliance strictures in their
process.
Mr. Mulder spoke enthusiastically of the proposed Twin
Lakes project, and the Commission's involvement with Mr.
Shardlow and the positive expectations and learning
experience the process would provide. Mr. Mulder
expressed appreciation to the Council for hiring a
consultant, noting the difficulty of handling such a maj or
project on a commission-level.
Mr. Mulder brought out several issues for further
discussion and consideration in the global picture (i.e.,
T-1; age of the Rosedale Shopping Center facility; and
how to address residential concerns for additional
storage space and how to attract those moving into the
community requiring that additional space and the
current housiag/storage space {i.e., garages). Mr.
Mulder further noted the need to effectively
communicate to the public the Public Hearing process at
the planning Commission level and not allow argument
at the Council level. Mr. Mulder further noted the
difficulty in keeping the distinctive nature of the Planning
Commission: that of a regulatory, not advocacy
commission.
Mr. Welsch noted the advantages of this year's start of
holding meetings of commission Chairs and the
information sharing that had been evidenced to-date;
sharing of brochures and volunteers who support the
network; and looked forward to future meetings and
discussion among commissions.
Planning
Commission Chair
Jim Mulder
