Regular City Council Meeting — 02/09/04 <br />DRAFT Minutes - Page 20 <br />in an effort to prevent more damage to the fields. <br />Councilmember Ihlan asked if there were audience members <br />from the neighborhood; and sought assurance that the neighbor's <br />concerns had been addressed, and they were supportive of the <br />proj ect. <br />Councilmember Kough noted his attendance at one of the <br />neighborhood meetings; and spoke in support of the <br />improvements as a way to replace the soccer and football fields <br />eliminated at the Arona site. Councilmember Kough did seek <br />clarification as to the lighting and when practice sessions would <br />be over in order to not create a nuisance in the neighborhood. <br />Mr. Brokke addressed the lighting issue, noting that timer would <br />be used, as with other fields, and since the field was used <br />primarily for youth events, the timer would typically be set to <br />turn off at 1Q:00 p.m. <br />Councilmember Maschka spoke in support of protecting the field <br />as a valuable City asset. <br />Further discussion ensued regarding the type of materials for the <br />fencing, with Mr. Brokke anticipating use of standard black vinyl <br />fencing materials. <br />Mayor Klausing opened the meeting for public comment related <br />to this issue. <br />Rev. Elder Bentley, 647 Overlook Drive <br />Rev. Bentley commended staff regarding their communication <br />efforts with the neighborhood regarding the project, and their <br />proactive responses to those concerns raised by the neighbors. <br />Mr. Eberth opined his support of youth projects; and again <br />commended staff for their receptiveness. <br />Jeff Johnson, President, Roseville Area Youth Football <br />Association <br />Mr. Johnson noted that the Association's main concern was for <br />the safety of participants, and the heavy use of the Parkview field <br />was becoming similar to the Dale Street facility, creating field <br />
