Mr. Johnson addressed other options considered, rather than fencing, but after consideration had determined that the best solution was fencing. Mr. Johnson complimented Mr. Brol�lce and staff on their patience during the eighteen-month process to develop the concept plan, and their expertise in assisting the Associations through the process. Mr. Johnson noted the advantages of the community meetings, as discussion related to parl�ing shortages resulted in timing changes for games to alleviate the problems. Mr. Johnson further noted that the neighbors had alerted the Associations of an unlcnown water hazard on private property that allowed more safety steps to be talcen to protect other family members attending games. Mr. Johnson concluded by emphasizing that field space was at a premium, and encouraged Councilmembers to preserve this vital community investment. Greg Cottle, President, North Suburban Soccer Association Mr. Cottle noted that the present situation offers an opportunity for the Soccer Association to malce better utilization of the fields, with 18 - 25% of participants Roseville residents, and the need to replace lost fields. Mr. Cottle noted that fences around fields provide parents with a better sense of security for their children (i.e., keeping balls off streets, keeping track of younger children not involved in activities); and encouraged the council to approve the concept plan. Mayor Klausing sought clarification as to actual costs associated with the concept plan. Mr. Brol�lce confirmed that, at this point, there was no cost; and at a future point probably 5— 7 years long-term, there may be opportunities for staff to assist with expertise; but that there was no funding available in the Parlcs and Recreation budget. Mr. Broldce noted that any future financing requests would be processed through the budgeting process.
