Regular City Council Meeting — 02/09/04 <br />DRAFT Minutes - Page 23 <br />Maschka moved, Ihlan seconded, adopted the proposed Concept <br />Plan for the Central Park Dale Street Athletic Field Complex, as <br />presented in the staff report dated February 9,2004. <br />Councilmember Maschka noted that this was not an ideal option, <br />but was workable and the most cost-effective solution at this <br />time. <br />Councilmember Kough sought clarification of anticipated costs <br />for the project. <br />Mr. Brokke noted that the Roseville Area Youth Football <br />Association anticipated a total expenditure of $700,000, which <br />would create a challenge requiring substantial fundraising on <br />their part; and that the project would need to be done according <br />to outlined specifications, and volunteer labor and materials <br />would reduce the costs of the project. <br />Councilmember Schroeder reiterated his concerns about fencing <br />the fields, and the futility of keeping people off them if they <br />wanted to access the fields; opining the need to find other <br />alternatives (i.e., less scheduling, better tur�. <br />Councilmember Ihlan clarified the requested motion, to approve <br />the concept plan for future use, with no financial commitment on <br />the part of the City at this time; with the Youth Association <br />fundraising for the project. <br />Mr. Brokke con�rmed Councilmember Ihlan's perceptions. <br />Mayor Klausing noted that he had initially concurred with <br />Councilmember Schroeder's concerns, and was not enthused due <br />to the aesthetics of fencing, but noted that preservation of the <br />City's asset was a compelling one, since taxpayer monies had <br />been used to develop the area. Mayor Klausing further noted <br />that ongoing budget constraints required the City to consider <br />alternative funding sources from organizations. Mayor Klausing <br />concluded by opining his support of the concept plan, since there <br />was no initial cost to the City. <br />
