Regular City Council Meeting — 02/09/04 <br />DRAFT Minutes • Page 38 <br />Mr. Kysylyczyn declined comment at this time, but opined his <br />reserved right to comment on discussions at a later time, <br />following Council discussion. <br />Councilmember Maschka opined that, as he'd worked with this <br />agenda format, he liked the flow, but was troubled by the number <br />and type of items included on the Consent Agenda, as previously <br />acknowledged and experienced tonight. Councilmember <br />Maschka expressed his preference that Ordinances and <br />Resolutions be a separate agenda item; opining that there should <br />never be 2 or 3 questions of items included on a Consent <br />Agenda, and those items included should be of a non- <br />controversial nature. <br />Mayor Klausing noted that, from staff s perspective, it was <br />difficult for them to anticipate which items were going to prompt <br />questions from the Council or public. <br />Councilmember Maschka reiterated his overall acceptance of the <br />revised agenda format. <br />Councilmember Schroeder expressed his confusion with using a <br />regular numbering system, with subsections (i.e., 3.1, 3,2...) <br />when the same numbering system was used in staff reports and <br />made it difficult to follow discussion. Councilmember <br />Schroeder suggested returning to a Roman Numeral system, or a <br />lettered system; and expressed his preference for a standard <br />meeting format to be followed (i.e., Minutes approved prior to <br />the Consent Agenda); and separate sections for Recognitions, <br />and Communications, with those at the beginning of the meeting <br />agenda. <br />Mayor Klausing concurred with moving Approval of Minutes <br />immediately following the Roll Call/Agenda Approval and <br />Public Comment sections. Mayor Klausing concurred with <br />having a separate section for Ordinances and Resolutions <br />immediately following the Consent Agenda. <br />Councilmember Schroeder questioned the validity of having a <br />separate section that was specifically used for those items <br />removed from the Consent Agenda. <br />
