Regular City Council Meeting — 02/09/04 <br />DRAFT Minutes - Page 39 <br />Mayor Klausing sought comment from Councilmember <br />Schroeder, who had previously expressed displeasure with <br />having them included on the agenda. <br />Councilmember Schroeder noted that, while at first he didn't <br />have an issue with including them, after several public <br />comments, he would prefer that they not be included, or at least <br />not his. <br />Councilmember Schroeder also expressed his preference to have <br />a separate section for Public Hearings or Land Use items. <br />Discussion ensued on Public Hearing requirements for some <br />resolutions and many ordinances, and the most applicable <br />portion of the agenda for placement. <br />City Attorney Anderson noted that there were no required Public <br />Hearings at tonight's meeting, and noted that several weeks ago, <br />there was a separate section of the agenda for a required Public <br />Hearing. <br />Mayor Klausing concurred, and directed staff to include a Public <br />Hearing section at this point. <br />Councilmember Kough expressed frustration for items included <br />on the Consent Agenda that had not been previously reviewed by <br />the Council {i.e., maintenance agreement on County Road C). <br />Councilmember Schroeder recommended that staff reports return <br />to the format of having the motions included to assist <br />Councilmembers and bold font for Council clarification. <br />Mayor Klausing expressed his preference for the current <br />numbering system in ease of following the topics. <br />Councilmember Ihlan expressed her preference for the current <br />font; shared concerns about too many items included on the <br />Consent Agenda; more attempts by staff to screen Consent items <br />and anticipate Council and public questions; preference for a <br />separate section for resolutions and ordinances; and liked the <br />
