Wolf <br />� Also admitted in Wisconsin <br />* * Civil Trial Specialist <br />Certified by the Minnesota <br />State &ir Association <br />} Real Property Law Specialist <br />Certified by the Minnesota <br />State �r Association <br />As you requested, the following is a summary of our telephone conversation of <br />February 12,2004. <br />Since my meeting of February 5,2004 with you and Lonnie Brokke, I re-reviewed the <br />class action settlement documents and gathered further information from Jim Edwards, Claim <br />Administrator with Phenolic Consulting ("PhenCon"). <br />From the information that I have gathered, it appears that the City will have to go <br />through the public bidding process for the re-roofing project of the Roseville Ice Arena. I <br />spoke with Jim Edwards regarding the process that PhenCon went through when gathering bids <br />in order to determine the value of the existing roo£ Mr. Edwards indicated again that he did <br />not go though a public bidding process and that the bids gathered by PhenCon were for <br />determining settlement compensation only. Further, Mr. Edwards indicated that there were at <br />least three contractors that do work in Minnesota with experience with phenolic foam removal <br />and in obtaining compensation under the class action settlement. Because there is the <br />possibility of multiple companies available to do this specialized work, the City would be <br />unable to take advantage of any "sole source" exception to the requirement for public bidding. <br />
